Pul says would revamp health dept.

ITANAGAR, June 05: Health and Family Welfare Minister Kalikho Pul has assured Arunachal Pradesh Doctors’ Association (APDA) to revamp the health department for providing quality health services. Pul said this when a team of APDA called on him in his residence here today.

While congratulating Pul for being appointed as the minister for HFW,  APDA hoped he will take the health department to a new height.

The delegation briefed the minister about the roles of APDA in streamlining the department and the philanthropic service it renders.

 

Woman dies in electrocution at Seppa, family blames the dept

ITANAGAR, June 05: A woman was electrocuted at roadside daily market of Type-I colony, Seppa yesterday evening. She was  identified as Paffe Sangdo, 28, wife of Jolu Sangdo of Hamba Pinda village under Seppa circle and was running   a poultry shop near place of occurrence. Though the woman was immediately rushed to the district hospital by the relatives but doctor declared her dead. It said the incident occurred around 6 pm when the victim unknowingly came in contact with live electric pole at backside of her shop.

Squarely blaming the power department for  the death of woman, All Sangdo Welfare Society (ASWS) has demanded immediate compensation  for victim.

While speaking to this daily the society Chairman Topo Sangdo alleged that victim has lost her life due to negligence of the power department. The society chairman further disclosed that late Paffe was lone bread winner of the family and she is survived by husband and three minor children.  He further added that the department should provide compensation for livelihood of the victim family.  When contacted the police station Seppa has confirmed the incident but unable to elaborate.

 

Assault on Poma boys condemned

ITANAGAR, June 05: The All Lor-Bath Youth Association has condemned the physical assault on boys at Poma recently by a group of miscreants.

In a press release referring to it as cowardice and unethical act, it said, despite repeated pleas from the people of the area, people still come to disturb the ecology and environment of the area.

The association while appealing the general public not to violate the rule adopted by the villagers, it sought authority concern’s attention to find out the culprit involved in the assault as early as possible.

 

Summer vacation

ITANAGAR, June 05: According to an official notification from the office of Arunachal Information Commission, its court will remain closed w.e.f. July 7 to 22 next on account of summer vacation. However, the office will be open during the period, the notification read.

 

GTFC trounce MSC 6-1

ITANAGAR, June 05: Gangte Togung FC (GTFC) grounded Model Sporting Club (MSC) 6-1 in a lopsided match in the 3rd Taba That Club Football Tournament at RG Stadium, Naharlagun, today.

GTFC took an early lead with goal from Gyamar Apa in 6th minute. Langda Pitar scored in 22nd minute before Kaling Taying scored the third goal in 44th minute.

Apa again found the net in 57th minute before Page Tashi and Dare Takar scored a goal each for GTFC to register a big win.

Taba Taram was the lone scorer for MSC.

The second match of the day was played between Monyul FC and Nyokum Lapang Youth FC in which the former defeated the latter by 2-0 goal.

The scorers were Prem Dorjee (22nd min) and Yangfo Koniang (46th min).

Court rejects bail petition of Nada Tatung

YUPIA, June 5: The District and Session Court, West Sessions Division Yupia today rejected the bail petition of Nada Tatung @ Omo, alleged accused in the late Aroti Mize death case.

“Considering the gravity and seriousness of offence against and the allegation made against the alleged accused and considering the materials contained on records, I am convinced that the grant of bail to the alleged accused at this stage would hamper the further investigation of the case,” said sessions judge, West Sessions Division in its order.

ASU seeks proper implementation of RTE & MDM

ITANAGAR, June 05: The Apatani Students’ Union (ASU) has sought proper implementation of Right to Education (RTE) and Mid Day Meal scheme (MDM).

In its letter addressed to the Lower Subansiri DC seeking his intervention, it claimed that both the schemes are not being made available to the students.

ITANAGAR, June 05: The first ever Takam Sharmila Gora Football Tournament, 2014 organized by Arunachal Pradesh Football Association will be held from June 28.

The organizing committee has kept handsome cash prizes for the winner, runners up and players winning the best player, highest scorer and best coach awards.

NCW chairperson calls for collective efforts for women empowerment

ITANAGAR, June 05: National Commission for Women (NCW) chairperson Mamta Sharma today called for collective efforts with a relentless mission by all stakeholders for empowerment of  women and girlchild in the state of Arunachal Pradesh in particular and the nation in general.

Stressing on the need to support customary practices which promote status of women in the society, the Chairperson said that there must be broad-based consultation, discussions, seminar for modifying our customary laws. She however, expressed her concern over prevalence of child marriage, domestic violence and other negative social systems.

The NCW chairperson was addressing a meeting “on Status of Customary  laws on marriage, divorce and inheritance and  customary system of dispensing justice in crimes against women” held at the Banquet hall here this evening.  It was jointly organized by the Arunachal Pradesh State Commission for Women (APSCW) and department of Women and Child development.

“In order to have a comprehensive idea of the tribal customary practices it is necessary to be documented,” the chairperson said adding Arunachal Pradesh has a large number of tribes and sub-tribes with their own customary laws. Traditional laws and institutions play a key role in conflict resolution  and administration of justice, she added.

NCW Chairperson further said that entitlement of rights of women in inheritance of property is very important and also called for certain statutory protection for women in terms of distribution of property/assets of the spouses, when a matrimonial bond is beyond repair.

While lauding the efforts of the APSCW, she informed that NCW has recently set up a North East Cell in the Commission.

The NCW member Laldingliani Sailo expressed satisfaction to see women participating in all spheres including decision making platform like state legislative Assembly and Municipal Council. However, Sailo said “We must do away with customary practices which stand in the way of women empowerment in the society.”

APSCW Chairperson Gumri Ringu  emphasized on the need for providing proper infrastructure and urged the NCW to recommend for immediate establishment of Special Fast Track Court for Women and establishment of a forensic Laboratory in each state. Also she advocated for need for appointment of gender experts.  She further pointed out recommendation for review of the AP Bill for Protection of Customary Laws and Social Practices 1994 saying that “review of the Bill in tandem with need for protection against child marriage/force marriage, polygamy, protection of right of women and children is the key issues we need to work.”

Padmashree Mamang Dai, member APPSC, in her speech suggested “we need to do serious thinking and examine very carefully whether we need to codify our customary laws.”

Resource person Dani Belo, Under Secretary Law,  gave a presentation on the theme of the meeting. He said “our customary practices have not yet been given the shape of a statutory laws as they cannot override the law of the land adding that in Arunachal Pradesh the code of civil and criminal procedure has been applied fully.

New Govt committed for quality education: Education Minister

ITANAGAR, June 5: “Development requires quality education with good environment and new government with new beginning is committed for it”, said Education Minister Tapang Taloh in his first interactive meeting with senior officers of the education department here today. He said that all burning issues shall be resolved after threadbare discussions with the officers without compromising public interest.

Secretary Education R K Mishra, Dr. Joram Begi, Director, Higher & Technical Education, T.Taloh, DSE, B. Yirang, DEE, O.Gao, SPD, S C Debnath, Dy. Secy, Education, and other senior officers of the education department  were  present in the meeting held at the Conference Hall of the Department of Industry, GoAP.

Minister Taloh took the note of concerns voiced over departmental major initiatives and achievements with power-point presentation. He has been briefed about the problems and also the ways to resolve them by the Secretary R K Mishra in detail.

A transparent mechanism will be put in place and the cabinet resolutions to accord highest priority to the education sector will be implemented at length, said the minister.

Education Minister Tapang Taloh said he will do his best to honour the responsibility entrusted upon him by  Chief Minister  Nabam Tuki led government.

Referring to the news item “Fireworks between……’ published in a local daily of 5th June, he made it clear that the education being backbone of the human development can bring radical change in the society and eradicate human sufferings.

The future of the country and the beauty of the state lies in attaining success which can be achieved by doing right thing in right time, said the minister and appealed to all stakeholders of the education department to explore best of the best possibilities to change the educational scenario of the state in the positive direction.

While referring to the Governor’s address to the sixth Legislative Assembly, he said his government would accord top most priority to the twin sectors of Health and Education and the Department of Education must gear-up to cope-up the situation by working hard to fulfill the hopes and aspirations of the people of the state, added  the minister, according to an official release.

In order to assess the ground level situation of the remote area schools,  the minister plans to undertake an intensive tours and open discussion with the people of all sections of the society before finalizing new roadmap for the education department,  he added.

 

ANSU dismisses EE clarification, says buildings not constructed as per DPR

ITANAGAR, June 05: The All Nyishi Students’ Union (ANSU) has brushed aside all the clarifications given by the EE, Sangram PWD Division and reiterated that the hostel buildings were not constructed as per the detailed project report (DPR).

An ANSU team led by President Byabang Joram yesterday inspected all the hostel buildings in questions to reveal the real facts in view of the claim and counter claims over construction of those hostel buildings at various schools at Palin under Kurung Kumey district.

According to an ANSU release, the team inspected all the completed and half-done hostel buildings and claims to have found the hostel buildings constructed as Assam type (see photo) instead of double storey building in violation of the DPR.

Moreover, bills have been prepared for double storey structure and withdrawn Rs 6,24,50,000 that too without proper work, which is a gross misappropriation of fund by the Sangram PWD Division, the release claimed.

The project was approved by the Union Ministry of Tribal Affairs (Education section) for an amount of Rs. 1249 lakh for double storey building, ANSU informed.

During interaction with the GBs, GPMs, Public, teachers in-charge of those schools and contractors of all the hostel buildings, it was told that tender notice/work order was invited or floated and all kind of payments and transactions were done by single one firm and only lump sum amounts were made to the local contractors.

The students union also rejected the clarification given by the EE that double storey building was not feasible in those interior areas due to its difficult topography.

“If the interior and topography are the factors for changing the structures of building at all then why the Ministry of Tribal Affairs, GoI did approve the DPR prepared by the PWD for double storey buildings? Why did they withdraw amount which is equivalent to the cost of double storey building? ANSU questioned.

While dismissing the EE’s land dispute claim as the cause for non-construction of the hostel building at Govt. ME School, Langbia, ANSU informed that there was no such kind of land dispute according to the public.

The clarification given by the EE is false, incorrect and an attempt to hide the facts, the release said.

Since the state government has failed to terminate all the officials involved in the alleged misappropriation of fund meant for the construction of ST girls’ hostel at various schools of Palin under Kurung Kumey district even after the expiry of ultimatum served, ANSU, threatened, would start democratic means of protest to get their demand met.

 

AAPSU is free from legal impediment, says its legal team

ITANAGAR, June 05:  A long legal battle of All Arunachal Pradesh Students Union (AAPSU) came to an end as the Supreme Court has dismissed the writ petition filed by one Utkarsh Agarwal. This was informed by the legal team of AAPSU including advocate Nabam Jallow, Marto Karto and Pritam Sonam in a press conference held at Press Club here this evening.

Addressing the mediapersons, advocate Nabam Jallow, a former president of AAPSU, informed that the SC bench (Coram) comprising of Justice Surinder Singh Nijjar and Justice A K Sikri had dismissed the writ petition (Civil) no. 503 of 2012, wherein the petitioner Utkarsh Agarwal challenged the 24th General Conference cum Election of AAPSU. “The writ petition has been rendered infructuous. The same is, accordingly, dismissed as having become infructuous,”    the Court said in its order passed on April 11, 2014.

He further said that Agarwal had misled the Apex Court with a misconception that AAPSU is a Rajiv Gandhi University (RGU) campus-based student’s organization and would therefore falls under Lyngdoh Commission. Advocate Marto Karto underlined that AAPSU being a pressure group and apex students’ organization of the state, does not fall under Lyngdoh Commission. He also said that now the union is free from the legal impediment and can continue to work for the greater interest of the society.

Earlier, the apex court in its order passed on November 23, 2012 said that the election as scheduled may be held but the results should not be declared till 30th November 2012 or until further orders.  With the latest ruled by the court, AAPSU heaved a sigh of relief.

 

Rebia, Thongdok  call for early construction of Assembly building, MLA apartment

ITANAGAR, June 05: The Speaker of Arunachal Legislative Assembly Nabam Rebia along with Deputy Speaker T N Thongdok today visited new assembly building and MLA apartment sites. They were joined by capital MLA Techi Kaso. The duo first visited MLA apartment construction site at Chimpu. Chief Engineer Urban Development Department Taba Tedir briefed about the progress of work. The project which was supposed to be completed on September 2012 has been delayed for 20 months.

The residential complex once completed will house 48 MLAs and will have separate bungalows for Speaker and Deputy Speaker. Chief Engineer Taba Tedir informed that there is no shortage of fund and that project is behind schedule due to the contractor’s fault. Representative of APIDCOL, the construction agency of project who was present on the occasion could not explain the reason for delay. However they did assured to hand over 1 block of building for use by 15th August 2014.

Deputy Speaker T N Thongdok, who himself is retired engineer, expressed dissatisfaction with slow progress of work. He also suggested for some minor changes in the design of roofs. Speaker Rebia sternly asked contractor to ensure that they stand by their commitment and handover 1 block for use by August 15th. He stated that newly elected MLAs are facing accommodation problem and therefore this project should be completed at the earliest. Later they visited new assembly building site to get first hand information about progress of work.

Chief Engineer PWD Katung Wahge, Executive Engineer Techi Rotu, officials of PWD and legislative assembly were present on the occasion.

A power-point presentation on the progress of work and problems delaying the completion of project was made on the occasion. The project has been delayed for long and is tentatively schedule to finish on August 15, 2015.

Both Rebia and Thongdok had long meeting with officials and tried to learn the reason for delay. They assured every possible cooperation from their side, so that work is expedited and project is completed at the earliest.

Speaker Rebia stated that he will make regular visit of the assembly building site and will monitor the progress work. Meanwhile Er. Bishnu Prasad, General Manager, of civil joint venture of M/s Reniya enterprise lead partner and Lotus Construction Company Technical Partner, who is the construction agency of assembly building site expressed happiness over visit of speaker and deputy speaker. He assured that if payments are released on time and with strong support of Speaker and Deputy Speaker, agency will complete the project on time.

 

‘Trace abducted JE’

ITANAGAR, June 05: All Arunachal Pradesh Students Union (AAPSU) today demanded the state government to take up  the reported kidnapping case of Wangnop Hallang, a Junior engineer working at Thrizino of West Kameng district.

State govt. should take up the crisis with its  Assam counterpart to regain a sense of security for the people of  the state, AAPSU said in a release.

AAPSU said that Hallang was abducted on 22nd May by some unknown miscreants when he was on way to his work place, Thrizino via Tezpur. On the same day at around 11 am an unknown person contacted Hallang’s wife through his number and demanded Rs. 250000, warned her not to inform the police further, the release added.

Again on 26th May, kidnapper contacted relative of the victim and directed them to bring the money on 27th May before 12 noon at Tezpur, said AAPSU. But later they threatened to cancel the deal when they came to know that police was being accompanied. After separating from the police the victim’s wife delivered the ransom money amounting to fifteen lakh to kidnapper expecting that they will release her husband but they didn’t. Till today there is no information whereabouts of victim, AAPSU said.

AAPSU strongly criticized  the authorities on the management of law & order situation in the state as “people are losing their faith in the security system of the state.”

It is the duty of state government to provide sense of security to the people of state and such a long delay to trace out the victim and unable to arrest the culprits arises a big question to the concerned department of the state. AAPSU demanded the authority to arrest the culprits and deliver justice to the family members of the victim.

Meanwhile, AAPSU urged to state govt. to regulate traffic management within the capital complex. Reckless driving in the capital complex is seen every day and night but the authority is doing nothing which ultimately leads to accident and loss of life. Recently, a trekker vehicle fell into a deep gorge between Itanagar and Naharlagun on 4th June, and  death of a girl student, named Lt Yami Welly in the accident is an example of reckless driving.

While conveying condolence to the bereaved family, AAPSU urged state government to pay ex-gratia to the relative of the deceased. AAPSU urged the higher authority to regulate traffic management properly to avoid accident.

 

Orientation camp focuses on legal perspective of big dam issue

RUKSIN, June 05: An orientation programme on legal provisions of Environmental Clearance processes for Mega Dam projects was conducted at Bahir Jonai (Assam) yesterday.

The day-long orientation camp organized by Jonai unit of All Assam Students’ Union (AASU) and attended by representatives from Forum for Siang Dialogue (FSD), Adi Students’ Union and East Siang District Students Union and others focused on the legal provisions and cumulative impact of the ongoing 2000 MW Subansiri Lower Project and 2700 MW Lower Siang projects in Arunachal Pradesh.

Participating in the discussion, FSD spokesperson Vijoy Taram said the proposed big dams in Arunachal rivers are posing as great threat to the local people and biodiversity in its downstream areas.

Taram claimed that the corporate lobby is involved in the conspiracy of exploiting the natural resources of the North East states. He said the agencies have planned to evacuate the huge power generated in the state to South Indian states at the cost of the ecosystem of the region. The power developers are adopting various tactics to fulfill their vested interests, he said.

Opposing the destruction of natural resources in the name of power generation, Taram said “We are neither against dam nor any developmental activities, But our movement is to protect the natural resources for our decedents”.

Addressing the meet as resource person, Neeraj Vagholikar, an environmental expert from Pune said the power developer companies assigned to construct the mega hydro dams are flouting the norms and legal provisions in the hearing process. No proper study on the cumulative impact has been done before starting of construction works, he said.

Explaining the cumulative impact of mega dams, Vagholikar said that the frequently changeable water flow in rivers increases soil erosion and it affects the biodiversity of a vast area.

Referring to legal provisions provided in Environmental Impact Assessment Notification 2006 and Forest Conservation Act, 1980, Vagholikar informed that the power developers are bound to seek consent from the people living in the affected areas. It is also mandatory for the agencies to seek support from the Gram Sabhas (village committee) concerned in case forest village settled within the project affected area.

Urging the people to be aware on the legal aspects before taking a decision related to mega dam project in terms of its environmental and socio-economic impacts, Vagholikar informed that participation in the hearing processes is open to all citizens.

AdiSU general secretary Obuk Gao, AESDSU functionaries, AASU leaders and eminent teachers, NGO activists and school children participated the day-long orientation camp.

 

SUMA seeks CM’s intervention to get mobile tower activated

ITANAGAR, June 05: In view of the proposed Toru area bandh called by Toru Circle Students Union (TCSU) on June 12 to register its strong protest against the authority for not providing mobile service at Toru despite repeated pleas, a team of Papum Pare district unit of Students’ Union Movement of Arunachal (SUMA) today visited the area to know the ground realities.

The team inspected the rusting mobile tower which was erected four years ago at Kheel and met the office bearers of TCSU, including its president, vice president and general public of the area to understand their problems due to lack of telecommunication (mobile) facility. During their interaction, all of them have expressed their strong resentment over the authority’s apathetic attitude to fulfill the long-pending demand. They also told the visiting SUMA team about the problems faced by the general public as well as government servants posted at Toru circle due to non-availability of mobile service.

When enquired, some people of the area said, “We have been running from pillar to post for bringing Toru under BSNL mobile network coverage. We had also requested former MP Takam Sanjoy, ZPM Nabam Aka and General Manager, BSNL office at Itanagar. But to no avail,” they rued.

While endorsing the demands as genuine, the SUMA unit appealed to the Chief Minister to give necessary direction to the concern authority to do the needful for immediate activation of the mobile tower. It also requested the Union Minister Kiren Rijiju to approach the central Telecom Minister to make all the defunct BSNL mobile towers functional and bring all other uncovered areas under BSNL mobile network coverage.

 

Kamki hands over Dr. Ambedkar Merit Award to three students

ITANAGAR, June 5: The Deputy Commissioner Itanagar Capital Complex Mige Kamki today handed over Certificate of Merit to three students of Donyi Polo Vidya Bhawan, Itanagar under the scheme called Dr. Ambedkar National Merit Award Scheme for meritorious students of Secondary School Examination 2013 belonging to SC & ST conducted by the State/ Central Boards/ Councils.

The three students who were awarded the Merit Certificates were Takam Obin, Dungsu Sonam and Kamku Liyak in the presence of Nending Chatung, SDO Itanagar.

All the three students had passed out from Donyi Polo Vidya Bhawan Itanagar last year. The certificate of merit contained a Citation of Merit and a cash amount of Rs. 40,000 each.

The DC while giving away the certificates hoped that such an endeavor on the part of Dr. Ambedkar Foundation would help boost the morale of students to do better in life. He also congratulated the students and their guardians for their future ahead.

Dr. Ambedkar Foundation is an autonomous organization under the Ministry of Social Justice and Empowerment which implements several welfare schemes/ programmes relating to the development of SCs/ STs. Among such schemes, Dr. Ambedkar National Merit Award Scheme is granted to meritorious students of class 10th examination conducted by the State/ Central Boards/ Councils. DIPRO

 

Govt rejects GMR’s plea to extend ToR validity for 225 MW Talong project

HYDERABAD, June 05: The Expert Appraisal Committee (EAC) under the Ministry of Environment and Forests has turned down a request by the GMR Group to extend the validity for preparing terms of reference for a hydel power project being set up in Arunachal Pradesh.

The EAC, while refusing to extend the validity of the terms of reference (ToR), also suggested the company to hold a public meeting before August 2014.

“The EAC noted that the extension of the ToR validity is up to August 9, 2014, and there are no convincing reasons to consider the case for extension of the validity of ToR for the project at this stage.

“There is sufficient time to hold public hearing by APSPCB (Arunachal Pradesh State Pollution Control Board) before August 2014. Therefore, the committee did not consider the case fit for extension of the validity of ToR at this juncture for Talong HEP (225 MW) in East Kameng district of Arunachal Pradesh,” the EAC had said in the minutes of meeting held last month.

When contacted a senior official of GMR said they are now gearing up to participate in the public hearing within the expiry of the validity of ToR.

The Arunachal Pradesh Government will have to fix the date for the public hearing and subsequently inform the public about the same, the official added.

The ToR for Talong project was accorded in 2010 with two years initial validity period that ended in 2012. The MoEF subsequently granted one year extension for ToR which again expired in August 2013. Thereafter, the ministry granted further extension of one year to facilitate the submission of EIA/EMP reports, which ends by August 2014.

“The project proponent (GMR) submitted a request for extension of the validity of ToR for one more year with reasons that there is a delay in conducting public hearing by Arunachal Pradesh State Pollution Control Board. The delay is reportedly due to model code of conduct in Arunachal Pradesh because of general elections in the country,” the EAC said.

The project to be executed by GMR Londa Hydro Power Pvt Ltd is estimated to cost over Rs 2,000 crore and envisages setting up of 225 MW (35 MW). GLHPPL had submitted the report to CEA in May 2013.

The project will be funded through a debt-equity ratio of 70:30, wherein the equity will come through the internal resources of GMR.

The group is currently in the process of developing over 2,200-MW capacity hydel power projects, including 1,500 MW in Nepal. PTI

 

Arunachal celebrates World Environment Day

ITANAGAR, June 05: Arunachal Pradesh today celebrated the World Environment Day along with the rest of the world with the theme ‘Small Islands Developing States’.

World Environment Day is held each year on June 5. It is one of the principal vehicles through which the United Nations (UN) stimulates worldwide awareness of the environment and enhances political attention and action. The first World Environment Day was celebrated on 1973.

The Arunachal Pradesh State Pollution Control Board (APSPCB) in collaboration with the Department of Environment & Forests (DoEF) celebrated the World Environment Day to create awareness about the effects of global warming and rise in sea level.

The programme started with plantation of saplings near Darbar Hall, Raj Bhawan here by Governor Nirbhay Sharma and the First Lady of the State Jyotsna Sharma in presence of Chief Secretary Ramesh Negi and PCCF (Wildlife and Biodiversity) Omkar Singh among others.

On the occasion, the Governor appealed to the youth, students, NGOs and civil society members to preserve the treasured flora and fauna of the state. He said that people of Arunachal Pradesh are fortunate to have such a huge nature bounty with green environment, clean water and natural beauty. He called upon every citizen to make Arunachal Pradesh more beautiful and cleaner place to live.

The Governor congratulated the department of environment and forests, State Pollution Control Board, NGOs, youth and school children taking part in the day-long celebration of the Day. He expressed his hope that the occasion will spread consciousness amongst the people on environment protection and conservation.

Later, a procession was flagged off by the Governor at Raj Bhawan gate which was participated by the officials of APSPCB, officers and staff of the PCCF office, students from King Cup Public School, members from Halo Society (Itanagar) and Environment Safety Society of Arunachal Pradesh (Namsai) by shouting various environmental slogans as an effort to create awareness.

Plantation of 100 nos. of saplings was done along the roadsides starting from Helipad to PCCF Office gate. The procession culminated at IG Park with an address to the participants by Omkar Singh emphasizing on the duties and responsibilities of each individual for care and preservation of environment. He called upon each individual to plant and nurture at least one tree.

Changlang: District Health Society Changlang celebrated the World Environment at Changlang today.

All the medical officers, nurses and other staff cleaned overgrown bushes in the medical premises and planted tree saplings to mark the occasion.

The Society headed by its Medical Superintendent Dr K Mossang also organized cleanliness drive in and around the hospital buildings. The hospital premises were also cleaned and the garbage was disposed.  

During the programme an approach road to the district hospital was also repaired which is being used by the poor patients.

A similar programme was also organized in DMO’s office led by DMO, Changlang Dr. S Chai Pul where the surroundings were cleaned and plantations were carried out.

A one-day workshop on the environmental issues of West Kameng district was organized by Shergaon Forest Division  today as part of the World Environment Day (WED) celebration at the conference hall of Divisional Forest Officer office, Shergaon Forest Division Rupa. The workshop focused on the environmental issues around Rupa, Shergaon, Kalaktang and Singchung and was attended by the public and PRI members besides the  staff of Bomdila Forest Division.

Speaking on the occasion, former minister D K Thongdok expressed serious concern over the changing climate of Rupa and its surrounding areas. He called for the contribution from each and every individual into adopting pragmatic approach like sustainable harvest of forest produce.

ZPM, Rupa Sange Tashi spoke about use of renewable sources of energy to save declining fossil fuel based energy and emphasized that self discipline and basic civic sense was the key towards a greener lifestyle.

Rohan Pandit from the Indian Institute of Science Education and Research (IISER) Pune, highlighted the diversity around West Kameng and showed the unique endangered species found in West Kameng through power point presentation, much to the delight of the audience.

Among others, Yachang Kani, RFO Rupa, DFO Millo Tasser, T D Khrimey, Secretary Thupten Village Council, Rupa, Indi Glow, Chairman Bugun Welfare Society Tenga and all Range Officers also spoke on the occasion.

Later in the afternoon, a brainstorming session was held wherein environmental issues and their possible solutions were discussed. As part of the World Environment Day celebration, an essay writing competition on the theme “towards a greener lifestyle” and a drawing competition on the WED slogan for 2014 “raise your voice, not the sea level” were also organized in schools for senior and junior students respectively.

TEZU: Deputy Commissioner Dr. B M Mishra, District medical officer Dr. K. Basar and district forest officer Tobang Pertin planted saplings in the district hospital campus  to mark the World Environment Day celebration.  This was followed by a talks on the environment protection at District Medical Conference Hall where the DC spoke on the importance of World Environment Day and protection of nature and the planet Earth from climate change.

The DC appealed every brethrens of Lohit district to become active agents of sustainable and balance development by using eco friendly products. He discouraged plastic products which contribute to global climate change.

District Forest Officer Tobang Pertin and District Medical Officer Dr. K. Basar also spoke on the occasion. The programme was organized by Department of Environment & Forests, Lohit District in collaboration with District Hospital, Tezu.

“A mass tree plantation programme was organized at Biological Park Itanagar  today as a part of the celebration of “World Environment Day”. The programme was organized by  Raya Flago, Curator, Biological Park, with a theme,  “Plant trees in every vacant area of your surrounding to fight global warming”.

Statement given without knowing ground realities

Dear Editor,

We on behalf of Toru Circle Students' Union (TCSU) would like to lay down the following points. We came to know that Biri Joy president and Kaling Tasing spokesperson of All Arunachal Pradesh Youth Organization (AAPYO) had published press release in you esteemed daily on 4th June 2014 under the headline 'AAPYO team calls on BSNL GM' wherein the name of Toru Uiclo Students' Union (TCSU) was dragged by them without any knowledge and information to us. We are circle level students union and by knowing the ground realities of our area had approached the General Manager, BNSL to draw his attention towards unattended BSNL tower at Kheel. The said tower has not been operationalized since its inception.

But, the AAPYO had dragged our names in your esteemed daily without knowing the actual fact and ground realities of our area. It is further appraised that we are going to organize the band call phase wise for the benefit of our area in common and not for any individual benefit.

Therefore, through your esteemed daily we would like to request the persons responsible for dragging our union names to clarify the matter within 1 day and apologies publically in written form.

High hope from new minister

Dear Editor,

With respect and humble, through your esteemed daily I on behalf of the ANSU member would like to appeal education department of our state to take measures to ensure the proper implementation of “Right To Education Act” particularly in Nyishi inhabited districts. There is hope that education sector is going in right direction but we have many hurdles to cross and miles to go. The students are starting to question the integrity of Govt. policy regarding the RTE act.

Till now we hear about some schools collecting fees in the name of expenses for school miscellaneous. Why is there silence on this matter from authorities running the Govt. schools of the state? Today most of the people even if they are not financially strong, dreams of admitting their children in private run schools to make sure that they get good education. Every year govt. spends heavy budget in the name of education but the present condition of Govt. run schools are practically showing us everything and screaming for attention. Moreover, every day we come across fresh news related to education factor ranging to different varieties, some with price tags also.   It may be harsh to some people but what about the practical loss of culture happenings among our student’s. Education means all round development of the mind and body . Its first priority is student always. Lastly I would like to share our ANSU motto which says “each one teach one” and appeal everyone to help to teach each one. Hope the  newly inducted Education Minister of Arunachal Pradesh Tapang Taloh will work more dedicatedly and sincerely towards the upliftment of education sector and set an inspiring trend for coming generation. Lets us together make Arunachal a better one because the students are the backbone of every society and is the future of every country.

Check the rising air pollution

Dear Editor,

I want to draw the attention of concerned authorities about the need for checking increasing air pollution in our city. We have been put in such a health hazard that people passing through the roads or streets are bound to inhale the polluted air.

The smoke emitted out by the vehicles and factories bear a direct impact on our respiratory system. Tons of smoke coming out contain the particles of dust, carbon monoxide and sulphur dioxide which is very poisonous gas. It leads to cancer and many other serious diseases. And the most dangerous gas is emitted from waste thing thrown by the common people on road side. If concrete steps are not initiated to check this spreading air pollution, people will fall victim to one or the other health problem.

It is high time to initiate action to save the lives of people in our towns and make it paradise on the earth. I would also request people not to throw garbage on the road side. It creates problem for oneself.

Speed limit for motorists

The dreaded trackers are once again in news for all the wrong reasons. Yesterday one young lady was killed and two other sustained injuries in a tragic road accident on NH-52A. The mishap occurred when a tracker vehicle on its way to Naharlagun with nine passengers fell into deep gorge near Phalwan Mor around 11am. This is not the first time that trackers are involved in major accident case. Statistics show that on numerous occasions the trackers plying in capital complex have been booked for rash driving leading to road mishaps.

Trackers along with tempo are considered to be important mode of transportation for the denizens of the capital complex. However repeated report of accidents involving tracker is a major cause of concern. One of the reasons for accident is competition among drivers to get maximum passengers. The capital administration needs to introduce speed limit for vehicles plying in capital road. They should strongly prosecute those who violate the speed limit. It will not only bring discipline among motorists but will also bring down the accident cases.
